Are you getting a number after com port error. Drivers for uBlox chips and modules, are findable on the u-blox. To answer your question regarding whose manual, it is the manual that came in the box with the product. I understand that the unit is a USGlobal product, and I did go there first, and I have followed up with their customer support. But when I could not find the driver on their site, and since they have not gotten back to me, I tried your site because it is mentioned specifically in the manual that came with the product.
